UCAPSE is the largest trade union in Israel and an integral part of the new General Histadrut. Clalit Health Services employees, including those employed in the Histadrut system, in trade sectors, banks and insurance companies, boarding schools and agricultural schools, basketball players, and more. Adv heads UCAPSE. Gil Bar-Tal steers the activities toward new goals and horizons. UCAPSE is in direct and unmediated contact with the heads of the workers ‘committees scattered in more than a thousand workplaces throughout the country, as well as with dozens of secretaries of the Maof Histadrut branches in the regions and in the workers’ councils. The IGUE represents and unites all government workers. IGUE negotiates with the government to renew employment agreements and to preserve employees’ rights and well-being in accordance with the Public Service Regulations (Civil Service Regulations).

Today, there are approximately 80,000 members from approximately 80 workplaces (government offices, companies, etc.).

IGUE is affiliated with UNI-Europa and EPSU.

The Union consists of three main divisions:

Air Division: Airports Authority, El Al, Arkia, Israir, Maman, Foreign Airlines (Lufthansa, Turkish Airways, Ethiopian, British Airways, CAI, Air France KLM), Laufer GHI, Arkia Click, Clear Cut – Fire Squadron, QAS, CAL pilots.

Land Division: Israel Railways, Egged, Dan, Egged Transportation, Transportation Companies, Private Transportation Companies, Albert Company, UPS Company, Carmelit Haifa.

Marine Division: Ashdod Port, Haifa Port, Eilat Port, Israel Ports Company (HNI), Israel Shipyards Port Company.

The Transport Workers’ Union was established in 2008 and currently represents about 28,000 workers, with another 3,400 in new unions.

These are the most powerful and influential workers and employers in the Israeli economy, which puts transportation workers at the forefront as defenders of workers’ rights throughout the economy and as a real and solid support for vulnerable working populations. Transport workers have on more than one occasion shown solidarity with other groups of workers, which has led to the regulation of workers’ rights.

The main traditional role of the Building and Wood Workers’ Union, as a trade union, is to protect the rights of building and woodworkers and improve their employment conditions.

The Union invests time and resources in activities that help employees specialise and improve their status with employers.

The activities for regulating the construction industry are many and varied: renewing and refreshing professional training in the industry, introducing a uniform payslip that reflects the spirit of the industry agreement, redefining and updating the construction professions, establishing pathways for professional advancement, building industry discipline, and more. All of these activities help to improve the image of those involved in the industry and recruit new employees.

The Israel Nurses Union unites the nurses working in the health institutions in the State of Israel. The Union representative framework is of four divisions: hospitals, community, public health, and education. The Union works to promote and improve the conditions and wages of the nurses on three main levels: promoting collective agreements to increase wages and improve the structure of working conditions for brothers and sisters; Daily accompaniment and ongoing support for more than a hundred nursing committees in the workplace, along with providing tools and deepening the professional knowledge of those representatives; Reinforcement of the individual department, through which a continuous individual response is provided and personal guidance to the brothers and sisters in their work.

The Union of Food and Pharmaceutical Workers unites the workers in the manufacturing and development industries in food and pharmaceuticals. The union provides its members with protection and professional accompaniment throughout their period of work, while maintaining working conditions, concern for their pension future, their well-being, and their physical and financial protection in their work over the years.

The Union represents approximately 25,000 workers.

Represents nearly 4,000 public-sector psychologists across Israel, advocating for their economic, professional, and workplace rights. Established to strengthen public mental health infrastructure, the union focuses on improving employment terms, creating clear career advancement pathways, reducing work-related burnout, and expanding dedicated staffing positions in public clinics and schools.

The Union of Social Workers unites the social workers who work in the various fields of social work. Such as: rehabilitation, health, mental health, family, children at risk, and more. Most social workers’ union members work in local authorities, government ministries (mainly welfare and health), and non-profit organisations. The union is also the professional association (profession) of social workers. This role is enshrined in the Social Workers Act and involves serving on ethics and social policy committees.

The Union represents approximately 14,000 workers.

The Practical Engineers’ Union is the professional Union, which unites the public of practical engineers, technicians, lab technicians, who deal with all areas of engineering, technology, and management sciences such as: machinery, construction, architecture, electronics, computing, industry, and management, instrumentation and control, electricity, physics, chemistry, nuclear science Computers, agriculture, environmental engineering and more, which operate in all sectors of the public and business economy.

The Union conducts direct negotiations with employers on employment agreements, wage conditions, and the rights of its members across all sectors of the economy.

The Union represents approximately 31,000 workers.

The Chairman of the Union is Danny Horenstien.

The union is concerned with maintaining working conditions, pensions, and workers’ rights, and provides a broad economic basket for workers’ welfare. For example: subsidised loans, scholarships for employees, and employee participation in seminars on workers’ rights, their protection, and early retirement. In most branches of the union, there are national collective agreements, including an extension order that gives a broad umbrella of options for field activities. All this is done in cooperation with the trade unions deployed throughout the Histadrut.

The Union of Academics in the Social Sciences and Humanities (MAHAR) unites workers and academics in the social sciences and humanities.

The Union operates organisational cells in the workplace and negotiates with employers on wages and working conditions, both general and unique to occupations and workplaces.

The Union represents approximately 47,000 workers.

The metal, electrical, electronics, automotive, and diamond industries are at the forefront of Israel’s industry. The factories in this industry produce a wide range of products in a variety of technologies. The Union of Metal, Electricity, Electronics, Automotive and Diamonds represents the workers in all the professions included, takes care of preserving their rights, improving their wage conditions, and promoting their status at work.

Representatives of the Histadrut sign collective and national agreements, settle and handle labour disputes, and represent workers before employers.

The Union of Engineers, Architects and Academics in Technological Professions is the representative association of engineers, architects, appraisers, agronomists, physicists, chemists, geologists, mathematicians, computer scientists and natural science workers.

The status of engineers and academics in the technological professions is unique: those engaged in these professions lead the development and innovation in the public and private sectors. The responsibility on their shoulders in solving problems, in the economic leadership of the company in which they are employed, and in the economy, in general, is enormous. The global technological landscape, which demands constant competition, requires those engaged in these fields to stay up to date to maintain their place at the forefront of development, creativity, and innovation.

The Union represents approximately 20,000 workers across various workplaces.

The IDF Civil Servants Workers’ Union is the representative trade union of all civilian workers employed by the IDF, in IDF camps and units throughout the country.

The main purpose of the Union is to preserve the rights and conditions of employment of the workers.

The Union represents approximately 7,000 workers.

The Chairman of the Union is Meir Ben Harush.

The establishment of the union in 2014 was decided after many new sectors entered the world of organised labour, alongside technological developments. The purpose of the union is to organise the workers in these industries and to sign collective agreements with management that will regulate the terms of employment and increase their employment security.

The Union represents approximately 13,000 workers.

The Union is affiliated with UNI-Europa.

The Chairman of the Union is Yaki Halutzi.

The Working and Learning Youth Union (NOAL), the Histadrut’s youth movement, functions as the representative professional union of youth in the State of Israel.  As such, it provides its members with professional protection and vocational training, signs collective labour agreements that improve the social rights of young workers, and increases employment security.

The Union is responsible for implementing and enforcing the provisions of the legislation concerning the rights of working- and learning-age youth, including the Youth Work Law and the Apprenticeship Law.

The Pensioners’ Union is the representative organisation of the 800,000 pensioners living in Israel. The Union fights for improved quality of life for pensioners.

Some of the successes of the Union include:

• Raising old-age benefits.
• Collection of health insurance tax only from the old-age pension and not from other income of pensioners.
• Comparing a widower’s rights to a widow.
• Discounts on drug prices and property taxes.

Membership of pensioners is set at a nominal price of NIS 12 per month.

The Health Professions Union unites the employees of the paramedical sector throughout the country, and among its members are physiotherapists, nutritionists, communication clinicians, occupational therapists, dentists, genetic counsellors, and therapists in art and crafts. The thousands of employees represented in the union provide services in hospitals and the community. They are employed by, among others, the Ministry of Health, Clalit Health Services, the United Health Fund, Hadassah Hospital, Shaare Zedek Hospital, mental health centres, and other institutions. The union works to promote the well-being of employees in the health professions system while representing the various professions in the Knesset and in the Ministry of Health’s advisory committees. Since its inception in 2015, the union has signed groundbreaking agreements that have improved workers’ status in the field and led to the adoption of standards, the correction of distortions in employment forms, and an incentive wage mechanism across several sectors.

The Chairman of the Union is Eli Gabai.

The Union of Naval Officers is a national professional organisation that represents naval officers employed on Israeli merchant ships and on coastal spurs, in professions that require knowledge and naval experience. The association serves as a representative of the international transport organisation ITF and, as part of it, handles foreign seafarers visiting Israeli ports, in everything related to securing rights in accordance with employment conditions and international conventions, including those of the ILO and IMO.

Members of the union are: Israeli merchant navy officers employed on Israeli merchant ships; Routers at Israeli ports – Haifa, Hadera, Ashdod, Ashkelon and Eilat – special collective agreement; Marine inspectors – captains and chief machine officers, with naval background, who are responsible for mechanisms on behalf of the state Supervision of vessels and ports; Marine inspectors employed at Zim’s coastal spurs; Towing officers employed at the Ashdod Port Company and the Eilat Port Company and officers and tugboat and boat workers at the Hadera Port, from the status of a personal agreement to a collective one. In addition, negotiations to regulate the terms of employment of tugboat officers in the port of Ashkelon are moving from a personal contract to a collective agreement.

The Chairman of the Union is Avi Levi.

The Union of Radiologists in Israel is the professional organisation that represents those involved in X-rays and imaging in Israel. The union works to improve working conditions and wages for the public in the X-ray profession and the medical imaging it represents. It has signed collective agreements with employers’ organisations and employers to handle nationwide labour disputes. The union also works to improve the profession of medical imaging, including its development, expansion, and the training of its employees. Dealing with fertility problems and establishing production boards, publishing newspapers and professional literature, cultivating connections with professional unions abroad, and fulfilling special tasks that require nationwide action for radiologists. The union also declares, if necessary, a labour dispute and/or approves a strike involving public workers in the X-ray profession.

The Union of Microbiologists, Biochemists, and Certified Laboratory Workers unites the entire working community engaged in the laboratory profession in the medical, research, and private fields.

The Union of Microbiologists, Biochemists, and Laboratory Workers is responsible for advancing the quality of work, the advancement of workers, and, especially, their status, as appropriate for a professional industry union.

The Union represents approximately 4,000 workers.

The Chairman of the Union is Esther Admon.

The Union of Pharmacists is a national professional association that unites all pharmacists and assistant pharmacists in the public service (Clalit, the Ministry of Health and Hadassah Hospital).

The union represents its members in labour relations, including negotiating with state representatives and employers to improve working conditions and wages, signing general and special collective agreements, and promoting the professional interests of pharmacists.

The Union represents approximately 1,700 workers.

The Chairman of the Union is Shimi Shmaryahu Halali.

Na’amat is a women’s movement, the largest in Israel, which unites all the Histadrut members: both those working outside the home and those working inside their homes. The movement that operates throughout the country – from Dan to Eilat – strives to promote the status of women in Israel and to bring about a change in social policy toward achieving gender equality in the family, at work, in society, and in the economy.

The Research Staff Union represents the scientists in Israel who are ranked as government research employees (except in the defence establishment).

The Chairman of the Union is Dr Joshua Miron

The Lawyers’ Union was established in 1965 and is considered a “national professional organisation” under the Histadrut constitution. The Union handles the working conditions and salaries of attorneys in the public service, including civil service lawyers, secretaries, and legal assistants, public defence, the Knesset of Israel, local government, companies and government corporations, national institutions (the Jewish Agency, the Jewish National Fund and National Insurance Institute), the Histadrut and all those who specialise in public service. The union assists, when necessary, in solving individual or collective problems of the jurists vis-à-vis their employers.

The Union represents approximately 2,000 workers.

The Chairman of the Union is Adv. Yitzhak (Yitzi) Gordon.

The Union of Security, Cleaning and Nursing Care Workers includes employees in security, guarding, cleaning, nursing care, security call centres and patrols, traffic inspection, and companies in Brinks Israel and Electra Security. The union is constantly working to improve employees’ employment conditions, promoting their welfare and professional training.

Most branches of the union have industry collective agreements that have been given the force of an extension order, as well as special collective agreements that set the terms of employment for workers.

The union provides extensive services to employees, including the enforcement and protection of workers ‘rights, the securing of collective agreements, and the settlement and handling of labour disputes.

The Union represents approximately 60,000 workers.
