Breaking a 14-year deadlock in negotiations: Agreement reached on framework towards a collective agreement for Israeli firefighters
A roadmap to a new collective agreement
In a decisive meeting at the Histadrut headquarters, a fundamental breakthrough has been achieved regarding the budgetary framework and core principles for a new collective agreement for Israel’s firefighters. After 14 years of complex negotiations, the Histadrut, alongside the Ministries of National Security and Finance, has outlined a financial package valued at approximately NIS 650 million over the next five years. This agreement on principles serves as the essential foundation for the formal collective agreement currently being finalised.
The new agreement is designed to provide a robust infrastructure for the workers who serve on the front lines of public safety. It is expected to address long-standing disparities in compensation and ensure that those who risk their lives daily are met with the professional stability and financial recognition they deserve.

Strengthening the front line
The new framework focuses on substantial improvements to wages, working conditions, and retirement benefits. For the thousands of firefighters operating across the country, often under extreme security challenges, this deal represents more than just a pay raise; it is a restoration of dignity and a commitment to the future of the rescue services.
“This agreement will improve the wages, working conditions, and retirement terms of Israel’s firefighters, providing appropriate compensation for those who risk their lives for us.”
Arnon Bar-David, Chairman of the Histadrut.
The Fire and Rescue Service has faced unprecedented pressure in recent years, particularly during periods of heightened national security. This agreement ensures that the workforce remains resilient and well-supported, allowing them to focus on their primary mission: saving lives.
“After a decade without a wage agreement, these signed principles represent significant news for the firefighters and employees who act with dedication and courage.”
Fire and Rescue Commissioner Insp.-Gen. Eyal Caspi.
The Histadrut remains steadfast in its mission to protect those who protect the public and achieve a collective agreement for our firefighters. In the last three years, security crises and the rising frequency of climate-related emergencies have placed immense strain on emergency services.
We believe that a strong, well-compensated fire and rescue service is the backbone of a resilient society. The Histadrut will continue to lead the charge in ensuring that labour standards for essential workers meet the highest international benchmarks, fostering a work environment where bravery is met with unwavering institutional support and fair collective bargaining.
