Histadrut demands immediate compensation framework amid “Lion’s Roar”operation

As Israel enters Operation Lion’s Roar, the Histadrut has called on the Ministry of Finance to urgently implement a nationwide compensation and economic‑protection framework to stabilise the labour market and safeguard workers and employers.

The Home Front Command directives issued on the night of 28 February 2026 triggered widespread closure of educational institutions, disrupted transportation, and caused extensive property damage. By the following morning, millions of Israelis were unable to reach their workplaces, creating yet another paralysis of the labour market.

In a formal letter sent this morning to the Minister of Finance, Roi Yaakov, the Acting Chairman of the Histadrut stressed that the current situation poses “extreme uncertainty that threatens the stability of the economy” and demanded immediate government action to address Israel’s risk of a cascading employment crisis.

The Histadrut outlined three urgent national priorities:

Immediate compensation framework

The Histadrut demands a clear and accessible safety net for wage security and employer indemnification for lost workdays resulting from the security situation. This is essential to prevent a liquidity crisis among businesses and to ensure workers do not bear the financial burden of compliance with emergency directives.

Establishment of a permanent, transparent mechanism

Past rounds of conflict have relied on improvised compensation schemes, often formulated under pressure and implemented unevenly. The Histadrut argues that Israel must transition to a structured, automatic system that activates during emergencies, ensuring the continuous flow of economic oxygen to the public.

Strengthening national resilience

Economic stability is a cornerstone of civil resilience. As stated in Roi Yaakov’s letter, “Economic certainty for workers is an essential condition for a strong and steadfast home front.” Without clear support measures, we will see the public trust eroded and long‑term harm to national recovery efforts.

Urgent appeal for joint economic stabilisation talks

In his letter, Yaakov requested an emergency tripartite meeting with the Minister of Finance and employer organisations to quickly reach an agreement on a compensation framework for millions of Israeli households.

“The public expects to see the government acting in full coordination with all stakeholders in the economy,” noting that the absence of such coordination would amount to unacceptable “foot‑dragging on this critical matter.”

The Histadrut remains committed to protecting workers’ rights and supporting the recovery of the wider economy, which amounts to a national responsibility. We will continue to work on crisis preparedness, which requires permanent, automatic mechanisms rather than improvised responses.
